As
your senator, I am faced with hundreds of bills to vote on
every legislative session. The odds are that we probably agree
most of the time. As I formulate my position on the
bills before the legislature, I consider many factors, including:
the language used, the financial impact, the effect on the
citizens of our district and our state, the justifications
stated by supporters, the arguments raised by opponents, potential
unintended consequences, the testimony in committee, and the
debate on the Senate floor. It is not an exact science. In
some cases, the choice is very difficult, because there are
merits (or problems) on both sides. What you should know is
that if you contact me with your thoughts or concerns about
an upcoming issue, I will listen to your perspective.

Early
Childhood Safety & Learning
During the
2008 session, the Idaho Legislature considered and rejected
a proposal to strengthen the safety standards for Idaho day
cares and several bills recognizing the value of early childhood
education. Senator Kelly co-sponsored the day care safety
measure and supported the early childhood measures.
