As your senator, I am faced with hundreds of bills to vote on every legislative session. The odds are that we probably agree most of the time.  As I formulate my position on the bills before the legislature, I consider many factors, including: the language used, the financial impact, the effect on the citizens of our district and our state, the justifications stated by supporters, the arguments raised by opponents, potential unintended consequences, the testimony in committee, and the debate on the Senate floor. It is not an exact science. In some cases, the choice is very difficult, because there are merits (or problems) on both sides. What you should know is that if you contact me with your thoughts or concerns about an upcoming issue, I will listen to your perspective.

Early Childhood Safety & Learning During the 2008 session, the Idaho Legislature considered and rejected a proposal to strengthen the safety standards for Idaho day cares and several bills recognizing the value of early childhood education. Senator Kelly co-sponsored the day care safety measure and supported the early childhood measures.

     

Ensuring a Quality Public Education Senator Kelly entered office understanding that our expectations for our schools must be high and we must give our teachers, our parents, and our students the tools and resources they need for success in the face of today's challenges.

     

Planning for our Energy Future Idaho, along with the rest of our nation, faces some critical energy challenges in the upcoming years, Senator Kelly is an important voice on energy issues in the Legislature. 

     

Protecting our Open Space, Clean Air & Water Quality Senator Kelly understands that we need to protect our air and water, the Idaho way of life and  our unique natural and recreational opportunities for our children and our grandchildren.

     

Supporting Ethics in Public Service A leading advocate for ethics reform and open government, Senator Kelly has taken on the challenge of demanding responsibility and accountability from our public officials and employees.

     

Supporting our Military With Gowen Field located in District 18, Senator Kelly has been taking measures to support our service members and their families.

     

Keeping our Communities Safe During her two terms in office, Senator Kelly has been very active in efforts to prevent crime, increase access to drug abuse and mental health services, and keep Idaho's families safe.

     

Managing our State Workforce From the time she entered office, Senator Kelly has been an active participant in the issues facing state government as a key Idaho employer.

     

Working for Tax Fairness Idaho's tax system is not as balanced as it could be, and Senator Kelly has been a consistent advocate for measures to put more accountability and equity into the process. 

     
  Addressing our Transportation Needs Idaho's transportation system is burdened by our population growth at the same time that our maintenance needs have been neglected.  Senator Kelly has supported measures to solve these problems and to encourage greater reliance on public and alternative transit.
     
  Providing for Abused Animals The Idaho Humane Society is located in District 18.  Senator Kelly has worked with leaders there on legislation to give them the tools they need to respond to cases of animal abuse.
     
  Fixing our Health Care System Rising health care costs are of increasing concern to Idaho's seniors, families and employers.  Senator Kelly has been an important voice in the dialougue to come up with solutions to the problems facing us.
