While it is preferable that every family has a choice to have a parent home with their young children, the fact is that 70,000 Idaho children under the age of five spend at least part of their day away from their parents. The National Association of Child Care Resource and Referral Agencies has ranked Idaho dead last in the states' child care rankings.

To protect our kids, and to make sure that they enter school ready to learn, Senator Kelly believes that it just makes sense for Idaho to adopt child safety laws (including day care standards) and do what we can to encourage a quality learning environment in pre-schools.

During her first two terms in office, Senator Kelly

 
  Served on the Legislature's Early Childhood Development Task Force in 2007.
  •  Carried a bill to amend the Child Protective Act to insure better oversight and background checks of program personnel.
  •  Sponsored a bill making guardianship available as a permanent placement for children who are within the jurisdiction of the Child Protective Act.
  •  Co-sponsored a bill giving permission to elementary and other school districts to give instruction to pre-kindergarten children.
  •  Carried the Uniform Child Abduction Prevention Act
  • 

Co-sponsored a bill establishing statewide safety standards for day care facilities, including criminal background checks for child care providers.
