Senator Kelly has been a strong advocate for measures to make Idaho safe from crime.

One out of 34 Idaho males is in prison, on parole or on probation. Our rising inmate population has caused tremendous strain on Idaho's law enforcement agencies, courts and prisons. Just as we must hold criminals accountable for their actions, we must take efforts to prevent our citizens from committing crimes in the first place.

During her two terms in office, Senator Kelly has been very active in efforts to prevent crime, increase access to services for drug abuse and mental health issues, hold criminals accountable and keep Idaho's families safe, including:

 
  •  Serving on the Senate's Judiciary and Rules Committee, the Supreme Court's Children and Families in the Courts Committee and as an alternate on the Governor's Criminal Justice Commission.
  •  Carring a bill modifying Idaho law to clarify that unjust or improper use of a vulnerable adult's financial power of attorney falls within the definition of exploitation.  
  •  Carrying the Uniform Child Abduction Prevention Act.
  •  Co-sponsoring a bill to allow the Idaho State Police to implement a career plan for purposes of recruitment and retention.
  •  Co-authoring and sponsoring a bill establishing a process for cleaning up contamination left in residences from illegal drug laboratories.
  •  Co-authoring and sponsoring a bill amending existing law to add fifty felony crimes to the list of crimes for which offenders are subject to DNA sample collection by the Idaho State Police.  
  •  Carrying a bill amending existing law to revise provisions applicable to the imposition of judicial review of the death penalty.
  •  Carrying a bill amending Idaho 's domestic violence laws to increase the maximum effective period for protection orders.
