           Supporting Ethics in Public Service

   
 

During her time in the Senate, Senator Kelly has become a leading advocate for ethics reform and open government. Over the past four years, Senator Kelly served on a special Senate Ethics Committee and authored, sponsored, and/or supported a series of ethics bills. Her efforts include:  

  •  Authoring and carrying a bill closing a loophole in the open meetings law.
  •  Authoring and carrying a major expansion of the Idaho 's embezzlement law.
  •  Co-sponsoring a bill adding executive branch lobbyists and lobbying activities to Idaho 's sunshine laws.
  •  Co-authoring and passing a bill toughening Idaho 's lobbyist reporting requirements and bribery laws.
  •  Introducing (three times) a bill adopting an alternative, voluntary method of financing electoral campaigns.  
  •  Introducing (twice) a bill requiring officials and candidates to file personal financial disclosure statements.
  •  Introducing a “revolving door” bill providing for a one year "cooling off" period before a legislator or executive official can register as a lobbyist after his or her departure from public service.  
  •  Introducing a “revolving door” bill providing for a one year "cooling off" period before a contracting officer can go to work for a business if the officer participated in the award of a large contract or lease to that person or business before leaving public service.  
  •  Sponsoring a bill authorizing county clerks and recorders to begin accepting records in electronic form, storing electronic records
